TXT records are used to store notes about the mail server. The records are not used by applications and may contain arbitrary text. SPF records are actually TXT records, but for the purpose of reducing spam.
The content of the record then determines which mail servers are authorized to mail for that domain. This allows the receiving mail server to easily recognize whether the email is spam or not
